Action Ottawa / Canada - Ontario Affordable Housing Program
Dear Affordable Housing Community,
On June 9, 2009, the Government of Canada and the Province of Ontario
officially signed an amendment to the Canada-Ontario Affordable Housing
Program (AHP) that provides $540M in funding for new affordable housing
across Ontario and extending the program for 5 years. During the first two
years, this funding is to be directed toward the construction of new
affordable rental housing for seniors, people with disabilities, and rental
and supportive housing under the AHP. As part of the Federal economic
stimulus package, the funds are to be allocated and utilized by March 31,
2011.
The key priority of the AHP extension is economic stimulus over the next two
years. As a result, funding is subject to strict use it or lose it
provisions as directed by the Federal and Provincial Governments. The
details and guidelines are expected to be released later this month by the
Ontario Government and will be distributed to interested proponents at that
time.
In order to measure the ability of organizations in the City to deliver
affordable housing projects before the March 31st, 2011 deadline, foster
partnerships and promptly request funds from the Province, the Affordable
Housing Division of the City of Ottawa requests that interested proponents
submit Expressions of Interest for new affordable housing projects by July
02, 2009. This request for Expressions of Interest (EOI) is an opportunity
for private sector, non-profit and charitable organizations to indicate
their ability and willingness to become partners in the delivery of
affordable housing. Affordable Housing staff will review all submissions
that are submitted and provide feedback to respective applicants who are
interested in applying for funding over the next two years.
Eligible projects may be submitted by the private sector, non-profit and
charitable housing organizations and include primarily new construction of
townhouse, stacked townhouse, apartment and condominium developments.
Acquisition and major renovation projects will only be considered for
projects that provide housing with supports.
Please note that this Request for Expressions of Interest will not result in
the direct approval of any project or allocation of any funding.
Please complete Attachment 1 and provide a brief proposal, no more than 12
pages focussing on the following information:
1. Proponent name and contact information
2. Development team members and qualifications (if applicable)
3. Project description (concept plan if available, number and type of
units, clearly demonstrated plan in place to meet construction deadline
before March 31, 2011)
4. Target client group and rents
5. Site address and status (i.e., property acquired, under Agreement of
Purchase and Sale, etc.)
6. Zoning
7. Planning approvals obtained or required
8. Estimated capital budget, draft operating budgets, proponent equity
9. Estimated capital funding required
10. Estimated planning and construction timelines that meet the funding
criteria.

regarding the program as they are released by the Province and will
endeavour to answer any questions you may have about future Action Ottawa
RFPs and the Canada-Ontario Affordable Housing Program. We also seek your
comments and suggestions prior to issuing an Action Ottawa RFP to allocate
funding and for consideration into the development of future programs and
initiatives.
The Information Session will be held on Friday June 26, 2009 at 10:00 am in
the Jaguar Room of 100 Constellation Crescent.
