An excellent 4 page submission from The Wellesley Institute (testimony to
the Commons HUMA committee as it considers Bill C-304)
Where are the clear goals and objectives and the accountability for use of
public funds?
Quite a difference in funds for affordable housing compared to home
ownership.
During the current fiscal year, the federal government reports it will
invest $3.57 billion in direct spending on affordable housing. These
investments include:
Housing program expenses

Affordable housing initiative
$164,000,000
Homelessness Partnering Strategy
$134,800,000
Renovation of social housing
$500,000,000
Housing for low-income seniors
$200,000,000
Housing for persons with disabilities

In addition, the federal government reports it will invest $13.9 billion in
housing-related tax expenditures. These tax expenditures include:
Home renovation tax credit

Various home buyers' tax subsidies

Capital gains exemption for principal residence - full inclusion rate

Subject: [hhno-on] WI submission on Bill C-304: Canada needs national
housing strategy
I heading off to Parliament Hill in a few minutes to provide testimony to
the Commons HUMA committee as it considers Bill C-304, the private member's
bill from Libby Davies that directs the federal housing minister to create a
new national housing plan within 180 days. The bill passed second reading
with the support of the NDP, Liberals, Bloc and a lone Conservative. Since
Parliament is so volatile, we're hoping that the draft legislation will get
through committee quickly and back for third and final reading, then on to
the Senate.
Attached, please find my speaking notes for the committee session.

PS - The next federal-provincial-territorial housing ministers' meeting
remains a moving target. It was scheduled for Nov. 19 and 20, but now
appears to be pushed back to the first week in December. Still tentative.
