On Monday, June 10, 2013, the HUD's Office of Public and Indian Housing released a new Notice outlining strategies that public housing agencies can pursue to expand housing options for individuals and families experiencing homelessness.



This Notice clarifies the definition of homelessness for the purpose of IMS/PIC reporting, and provides guidance on HUD policies and program regulations related to the following topics: waiting list management and preferences; admissions policies regarding criminal activity, substance use/abuse, and rental history; program termination and eviction policies; and project-basing vouchers for permanent supportive housing.

Earlier this week, the Department of Veterans Affairs awarded $8.8 million in grants to fund 164 projects in 37 states, the District of Columbia and Puerto Rico to rehabilitate currently operational transitional housing projects and acquire vans to facilitate the transportation needs of Veterans experiencing homelessness.

The grants awarded through the Grant and Per Diem Program are for currently operational grantees who will access this funding to rehabilitate their current project locations to enhance safety, security, and privacy for the Veterans they are serving. Additionally, funding for these organizations to acquire vans will help Veterans experiencing homelessness with transportation to medical appointments and employment opportunities, as well as enable grantees to conduct outreach within their communities.



Astonishingly, since 2010, homelessness among Veterans has decreased more than 17 percent. As part of the Federal plan to eliminate Veteran homelessness by 2015, VA has committed over $1 billion in fiscal year 2014 to strengthen programs that prevent and treat the many issues that can lead to Veteran homelessness.

On September 30, the Department of Health and Human Services (HHS) and the Administration for Children and Families (ACF)/Children's Bureau announced the FY 2013 discretionary grant awards.



This year, the grants awarded included 18 Planning Grants to Develop a Model Intervention for Youth/Young Adults with Child Welfare Involvement At-Risk of Homelessness.



Among the cities who received these grants are Baltimore, Chicago, Denver, Las Vegas, Philadelphia, and Seattle.



The process for allocating these grants uses a competitive peer review method to award discretionary grants for research and program development to State, tribal and local agencies; faith- and community-based organizations; and other nonprofit and for-profit groups.



Grant areas range from adoption opportunities, child welfare training, abandoned infants assistance, Promoting Safe and Stable Families program, and numerous others.

American Journal on Public Health Themes Issue on Homelessness, Contributions from HUD and VA







New research published on October 22, 2013 in a supplemental issue of the American Journal of Public Health unveils the latest in public health efforts and progress addressing homelessness.



The themed issue includes embargoed research, commentaries, and briefs that discuss homelessness and public health, monitor trends in homelessness, and investigate potential mitigating factors associated with homelessness. The issue was developed with support and involvement from VA and HUD, including a contribution from Secretary Shinseki and Secretary Donovan.



Some of the research includes a study of the mortality rates amongst homeless populations in the past five years in New York City, studies regarding the management and mismanagement on elderly Veterans, as well as recent Iraqi Veterans,  universal screening processes for people experiencing homelessness or at risk of homelessness in the Veterans Health Administration, and several others.



However, there are also some articles focused on homelessness on a wider scope. For instance, one article addresses health care's impact on the nation's population experiencing homelessness. Another article questions what must happen after homelessness ends.

I have the most rewarding job in the world.  I get to work with a great group of committed individuals working to end homelessness in Fresno.  As the CEO of the Fresno Housing Authority, I am proud of our dedication and work on this issue.



Our efforts follow the Housing First model - assisting an individual directly from the street and providing them with a housing opportunity.  You see, we believe that housing is a right, not a privilege--not something to be earned, but necessary for health and human dignity.  As a leader in my community, it is my goal to effectively join in this fight.
