Dear community partners,

On July 9th, 2014, a Request for Proposals (RFP) was released to develop land owned by the City in the Longfields subdivision in Barrhaven with funding  from the Investment in Affordable Housing (IAH) for Ontario program. Multifaith Housing Initiative (MHI) was the successful proponent with a proposal for a 57 unit, mixed-income community, designed to LEED Gold standard. MHI is a local organization, consisting of over sixty faith communities including Christian, Hindu, Jewish, Muslim and Unitarian congregations from across the city who are dedicated to addressing the shortage of affordable housing in our community.

In August 2014, the provincial and federal governments announced an extension to the Investment in Affordable Housing for Ontario (IAH) program. In December, under that IAH 2014 Extension, the City of Ottawa was allocated $48.3M. Similar to the previous IAH program, the new IAH Extension program has a Quick Start component of $5M for construction-ready project(s) with contribution agreements needing to be executed with housing proponent(s) by January 31st, 2015, with construction beginning 120 days afterward.

With approval of the City Manager, the Housing Services Branch has selected two projects to receive this funding as described below:

·         $4.3M will be allocated to support the construction of Phase II of the MHI Longfields project (41 units), which will allow for the development of a complete community with a total of 98 units.

·         $650,000 will be allocated to support the construction of a six-unit, two-storey townhouse development by Ottawa Community Housing Corporation (OCHC) in the Michele Heights community that will consist of two 5 bedroom accessible units and four 4 bedroom visitable units.

Funding priorities for the remaining IAH 2014 Extension funding allocation will be established and brought to Planning Committee on April 14, 2015.

Le 9 juillet 2014, une demande de propositions (DP) a été lancée pour l’aménagement d’un terrain appartenant à la Ville dans le lotissement Longfields, à Barrhaven avec le financement provenant du Programme d’investissement dans logement abordable de l’Ontario (PILAO). L’Initiative multiconfessionnelle sur l’habitation (IMH), est le candidat retenu avec une proposition de 57 logements pour une collectivité dont les habitants ont des revenus variés, conçus selon les normes LEED or. L’IMH est un organisme local qui réunit plus de 60 groupes confessionnels, notamment chrétiens, hindous, juifs, musulmans et des congrégations unitariennes des quatre coins de la ville et cherche à trouver des solutions au manque criant de logements abordables.

En août 2014, les gouvernements provincial et fédéral annonçaient l’Élargissement 2014 du Programme d’investissement dans le logement abordable de l’Ontario (PILAO). En décembre, la Ville d’Ottawa recevait, grâce à cet élargissement, un financement de 48,3 millions de dollars. Comme pour les PILAO précédents, le nouvel Élargissement du PILAO comporte un fonds de démarrage rapide de 5 millions de dollars des projets prêts à démarrer dont les accords de contribution doivent être signés par les promoteurs des projets avant le 31 janvier 2015, et le début des travaux est prévu dans les 120 jours
suivants.

Avec l’approbation du directeur municipal, la Direction des services de logement a choisi deux projets qui recevront les fonds, dont ceux mentionnés ci-dessous :


·         4,3 millions de dollars pour financer la deuxième phase du projet de construction de Longfields de l’IMH (41 logements), qui mènera à la création d’un projet communautaire de 98 logements;



·         650 000 dollars pour financer l’aménagement de six maisons en rangée de deux étages par la Société de logement communautaire d’Ottawa (LCO) dans le quartier Michele Heights qui sera composé de deux unités accessibles à 5 chambres à coucher et quatre unités visitable à 4 chambres.

Les priorités pour l’octroi des fonds restants de l’Élargissement 2014 du PILAO seront établies, puis soumises au Comité de l’urbanisme le 14 avril 2015.
