What do you want to see in the City Budget 2016? Now is the time to let City Council know.

*	You know the needs of your community. Inform City Council as to services you want to be maintained or increased to meet the needs of our growing population.

*	In order to keep the tax increase to no more than 2%, city managers have been given “efficiency targets”  The draft budget does not say what these efficiencies (cost reductions) will be.  Is it possible to find enough efficiencies, without cutting services or do taxes need to be raised by more than 2%?  (An increase of 1% is $36 per year on the average property tax bill)

City Services to be deliberated at the Community and Protective Services (CPS) Committee on November 30th:

Recreation 
Fee increases: This budget proposes fee increase of between 5% and 21% for public skating and swimming when most other fees increase by 2 to 2.5%.
Question: Given that access to recreation services is so key to healthy lives, how is it justified to raise these fees?
Fee assistance program:  The Hand in Hand fee assistance program has made it possible for low-income residents to access recreation.
Question: What is the current budget allocation for this program? Is this budget totally used each year and at what point in the year is it consumed? What is the 2016 increase to this budget?

Ontario Works
OW case worker/client ratio: In 2012 the ratio was 1 case worker to 109 clients. Auditor General report of 2012 called for higher ratio (eg 1: 120). Management committed to present a review to determine the optimal ratio at the beginning of 2014. This report has never come forward, so the impact on client service has not been revealed.
Question: What is the actual ratio today? In view of the fact that the caseload has increased every year since 2010, why is an increase in OW case workers not considered a Growth issue?

Childcare
Fee Subsidy: There is a $400,000 reduction in Fee Subsidy program over 2015 forecasted costs.
Question: Will this result in fewer low income families being able to access child care?

Housing
Covering the Costs: The overall net City cost for the housing budget has increased by $4 M in 2016 to maintain current service levels.
Question: Given the growth in the low income population over the last 5 years why isn’t the 2106 budget reflective of this growth?

Que souhaitez-vous voir dans le budget de 2016?
C'est le moment d'en faire part au conseil municipal.

*	Vous connaissez les besoins de votre communauté. Informez le conseil municipal quant aux services qui devraient être maintenus ou augmentés pour répondre aux besoins de notre population croissante.

*	 Dans le but de limiter l’augmentation de taxe à 2 %, les chefs de service ont reçu des objectifs d’efficacité. Le budget préliminaire n’indique pas en quoi consisteront ces gains d’efficacité (réductions de coûts). Est-il possible de trouver des gains d’efficacité suffisants sans réduire les services, ou sera-t-il nécessaire d’imposer une augmentation de taxe supérieure à 2 %? (Une augmentation de 1 % représente 36 $ par année sur une facture moyenne d’impôts fonciers.

Voici les services municipaux qui seront examinés à la réunion du Comité des services communautaires et de protection, le 30 novembre : 

Loisirs 
Augmentation des frais d’utilisation : Ce budget propose des augmentations des tarifs allant de 5 à 21 % pour le patinage public et la natation récréative, alors que la plupart des autres frais d’utilisation augmentent de 2 à 2,5 %.
Question : Comment peut-on justifier une augmentation de ces tarifs alors que l’accès aux services des loisirs est si important pour un mode de vie sain?
Programme d’aide financière : Le programme d’aide financière Main dans la main a permis aux résidents et résidentes à faible revenu de participer aux activités récréatives.
Question : Quelle est l’allocation budgétaire actuelle pour ce programme? Ce montant est-il entièrement dépensé chaque année, et à quel moment de l’année est-il épuisé? Quelle augmentation est prévue dans le budget de 2016?

Ontario au travail
Ratio des agentes et agents d’Ontario au travail aux clientes et clients : En 2012, le ratio était de 1 agente ou agent pour 109 clientes et clients. Le rapport de 2012 du vérificateur général demande un ratio plus élevé (1:120). La direction s’était engagée à effectuer un examen visant à déterminer le ratio optimal au début de l’année 2014, mais ce rapport n’ayant jamais été présenté, l’impact sur le service aux clients et clientes n’a pas été révélé.
Question : Quel est le ratio en ce moment? Étant donné que le nombre de cas a augmenté annuellement depuis 2010, pourquoi l’augmentation du nombre d’agentes et agents n’est-elle pas considérée comme une question de croissance?

Garde d’enfants
Subvention des frais de garde : Il y a une réduction de 400 000 $ pour le programme de subvention des frais de garde comparativement aux coûts prévus pour 2015.
Question : Cela se traduira-t-il par un plus petit nombre de familles à faible revenu qui pourront accéder aux services de garde d’enfants?

Logement
Couvrir les coûts : Le coût net d’ensemble de la Ville pour le budget de logement a augmenté de 4 M$ en 2016 afin de maintenir le niveau actuel de service.
Question : Étant donné que la population à faible revenu a augmenté depuis cinq ans, pourquoi le budget de 2016 ne reflète-t-il pas cette croissance?
