Dear Community Partners,

The purpose of this email is to provide an update on the results of the
2016 RFP process for affordable housing and to announce these four, new
affordable housing developments.

*2016-17 Action Ottawa Affordable Housing Projects  *

In August 2014, the provincial and federal governments announced an
extension to the Investment in Affordable Housing for Ontario (IAH)
program, providing an additional $801M over six years to facilitate the
delivery of new affordable and supportive housing projects and programs in
Ontario. In December, under the IAH 2014 Extension, the City of Ottawa was
allocated $48.3M over 6 years (2014-2020).

In 2014, Council approved the City’s capital spending plan and housing
priorities for the Investment in Affordable Housing (IAH) for Ontario
Extension program followed by approval in 2016 of the Social Infrastructure
Fund (SIF) IAH program $19.2M (2017-2019). Consistent with that report, the
Housing Services Branch released two Request for Proposals (RFPs) in 2016
to facilitate the development of affordable and/or supportive housing.

The latest Affordable Housing RFP closed on November 30th, 2016 with the
Action Ottawa Selection Committee meeting the week of January 16th 2017.  A
number of proposals were received for consideration by the Selection
Committee. The Housing Services Branch would like to thank all
organizations that submitted proposals under the 2016 RFP. The significant
time and effort invested in the proposals was reflected in the quality of
projects submitted by each of the project teams and demonstrates the
dedication of our partners in developing affordable and supportive housing
in the City of Ottawa.

The Housing Services Branch is pleased to announce that the following
proposals were selected for funding.

*Cornerstone Housing for Women Renovation*

373 Princeton Street (Ward 15 – Kitschissipi)

Cornerstone Housing for Women (Cornerstone) proposes to purchase and
renovate the existing Sisters of Jeanne d’Arc residence in Ottawa’s
Westboro community, to create 42 new bachelor suites of, supportive,
affordable housing for women. The project is a unique partnership between
Cornerstone, Barry Hobin Architects and Associates, Uniform Urban
Developments, and the Anglican Diocese of Ottawa. This partnership will
enable the integration of supportive housing within an established, well
serviced, central neighbourhood, promoting independence and community
engagement.

*The Youth Services Bureau of Ottawa, Youth Hub Concept*

2887 Riverside Drive (Ward 16 – River)

The Youth Services Bureau (YSB) proposes to develop a four-storey, 39 unit
building that will provide supportive housing for high risk, vulnerable
youth aged 16 – 24 years.  The building will also include a “Youth Hub”
where YSB and partners will offer integrated programs and services.

*Cumberland Housing Corporation Seniors Independent Living in Sarsfield*

2980 Colonial Road – (Ward 19 – Cumberland)

Cumberland Housing Corporation proposes a 15 unit addition to the 24 unit
Herve Joly seniors’ building in the Village of Sarsfield.  The expansion
adds affordable seniors housing for two underserved markets: independent
living for rural seniors in the eastern part of the City and independent
living for seniors in a Franco-Ontarian setting.  The expansion will
provide increased accessibility for existing residents as well as new fully
accessible units.

*The International Order of Kings Daughters and Sons Seniors Residence*

567 Cambridge Street - (Ward 17 – Capital)

The International Order of Kings Daughters and Sons (KDS) is proposing to
build a  mixed-income building for seniors with up to 58 units.  The
building will be an addition to KDS’s existing 70 unit seniors’ building at
567 Cambridge Street. The project aims to address aging in place and
facilitate independent living in an established downtown neighbourhood.
KDS will work with partners to provide health related support services on
site.

Le but de ce courriel est de fournir une mise à jour des résultats du
processus de demande de proposition de logements abordables de 2016 et
d’annoncer les quatre nouveaux projets de logements abordables.

*Action Ottawa : projets de logements abordables pour 2016-2017*

En août 2014, les gouvernements provincial et fédéral annonçaient
l’Élargissement 2014 du Programme d’investissement dans le logement
abordable de l’Ontario (PILAO), qui fournirait 801 millions de dollars
supplémentaires sur six ans dans le but de favoriser la création de
nouveaux projets ou programmes visant l’aménagement de logements abordables
ou en milieu de soutien en Ontario. En décembre de la même année, dans le
cadre de l’Élargissement 2014 du PILAO, la Ville d’Ottawa a reçu
48,3 millions de dollars sur six ans (2014-2020).

En 2014, le Conseil a approuvé le plan de dépenses en immobilisations et
les priorités de logement de la Ville dans le cadre de l’Élargissement 2014
du Programme d’investissement dans le logement abordable de l’Ontario
(PILAO); il a ensuite donné en 2016 son approbation relativement au Fonds
pour l’infrastructure sociale (FIS) – PILAO pour un financement de
19,2 millions de dollars (2017-2019). Conformément au rapport produit à ce
sujet, les Services du logement ont publié deux demandes de propositions
(DP) en 2016 en vue de favoriser la création de logements abordables ou en
milieu de soutien.

La plus récente DP a pris fin le 30 novembre 2016, et le Comité de
sélection d’Action Ottawa, qui s’est réuni pendant la semaine du
16 janvier 2017, a reçu plusieurs propositions à étudier. Les Services du
logement aimeraient remercier toutes les organisations qui ont participé au
processus. La qualité des propositions déposées par les différentes équipes
de projet témoigne du temps et des efforts considérables qui y ont été
consacrés et démontre bien l’intention ferme de nos partenaires d’améliorer
l’offre de logements abordables et en milieu de soutien à Ottawa.

Les Services du logement sont heureux d’annoncer que les propositions
suivantes ont été retenues.

*Rénovation d’une résidence pour Le Pilier*

373, avenue Princeton (Quartier 15 – Kitchissippi)

Le Pilier propose d’acheter et de rénover la résidence actuelle de
l’Institut Jeanne d’Arc dans le quartier de Westboro afin d’y aménager
42 nouveaux studios constituant des logements abordables en milieu de
soutien pour les femmes. Ce projet est le fruit d’un partenariat unique en
son genre entre Le Pilier, Barry J. Hobin & Associates Architects Inc.,
Uniform Urban Developments et le diocèse anglican d’Ottawa. Il permettra
l’ajout de logements en milieu de soutien à un quartier central bien établi
et desservi, et favorisera ainsi l’autonomie des résidentes et leur
participation à la vie communautaire.

*Projet de carrefour jeunesse du Bureau des services à la jeunesse d’Ottawa*

2887, promenade Riverside (Quartier 16 – Rivière)

Le Bureau des services à la jeunesse (BSJ) propose de construire un
immeuble de quatre étages et de 39 unités qui offrira des logements en
milieu de soutien aux jeunes vulnérables à risque élevé âgés de 16 à
24 ans. Cet immeuble comprendra aussi un « carrefour jeunesse » où le BSJ
et ses partenaires offriront des programmes et des services intégrés.

*Logements pour personnes âgées autonomes de la Société de logement de
Cumberland à Sarsfield*

2980, chemin Colonial (Quartier 19 – Cumberland)

La Société de logement de Cumberland propose d’ajouter 15 unités aux
24 unités actuelles de la résidence pour personnes âgées Hervé-Joly dans le
village de Sarsfield. Cette expansion créera des logements abordables dans
deux marchés insuffisamment desservis au chapitre des logements pour
personnes âgées autonomes : les secteurs ruraux de l’est de la ville et les
milieux franco-ontariens. Elle accroîtra l’accessibilité pour les résidents
actuels et permettra d’offrir de nouvelles unités entièrement accessibles.

*Résidence pour personnes âgées de l’International Order of The King’s
Daughters and Sons*

567, rue Cambridge Sud (Quartier 17 – Capitale)

L’International Order of The King’s Daughters and Sons (KDS) propose de
construire une résidence jusqu’à 58 unités pour personnes âgées à revenus
mixtes. L’immeuble s’ajoutera à la résidence actuelle de 70 unités de KDS
au 567, rue Cambridge Sud. Ce projet a pour but de permettre aux résidents
de vieillir chez eux et de favoriser leur autonomie dans un quartier du
centre-ville bien établi. KDS travaillera avec des partenaires pour offrir
des services de soutien en santé sur place.
