The Opportunity

The successful candidate will commence in this role immediately. The Manager, Pacific Programs will transition from a part-time to a full-time position over the course of the initial 4-6 months. The Manager, Pacific Programs will report to the Director, Strategic Programs.

Background

Tides Canada strives to resolve environmental and social challenges that are often addressed in isolation, but which are tightly interwoven in places like the Great Bear Rainforest (GBR), where Tides Canada’s early work in coastal British Columbia was focused.

Tides Canada’s initial work in the GBR centred on supporting environmental organizations and First Nations working to establish a durable plan for conservation and sustainable development in the area in negotiation with the British Columbia government and other parties. Significant consensus land use decisions were announced in 2006 and 2009, protecting biodiversity and vast tracts of land and promoting human wellbeing. A final conservation and human wellbeing agreement was signed in 2016 after years of negotiation.

Tides Canada led the design of a $120 million GBR conservation financing agreement to benefit First Nations and the establishment of Coast Funds – two new institutions to oversee public and private investments in the region. Jointly announced by the federal government, provincial government, First Nations, and private funders in early 2007, this funding is intended to support ongoing conservation management and sustainable economic development in the region.

Over the past 15 years Tides Canada has been actively adapting our approach in the GBR and extending it elsewhere on the coast, in northern watersheds, and in transboundary regions in British Columbia and Yukon. Programs focus on the conservation of wild salmon watersheds in Northwest British Columbia, enhancing youth training and leadership development, and fostering relationships among innovative community-based research and monitoring groups. Tides Canada works on aquaculture innovation, freshwater initiatives, marine spatial planning, and conservation financing. Tides Canada continues to support Pacific region First Nation communities in building healthy, effective leaders and the capacity to steward their territories for future generations.

The Position

The Manager, Pacific Programs is responsible for initiating, directing, and implementing a comprehensive range of activities that strengthen the work of Tides Canada and its partners in the region.

During this twelve-month fixed-term role, the Manager, Pacific Programs will work with the Strategic Programs Director and other Tides Canada staff and advisors to provide strategic support and advice for our work in BC and Yukon, with particular emphasis on working with other parties to promote conservation, build and sustain community capacity for conservation, and develop appropriate conservation financing mechanisms, mobilizing and facilitating our collaboration with other funders focused on the region.

Tides Canada convenes a funder affinity group called the GBR Funder Collaborative. This collaborative identifies and supports shared conservation objectives in the region, working with First Nation, communities, governments, NGOs, and industries.

Primary duties and Responsibilities:

Build Conservation Opportunities and Capacity in the Region
• Support Tides Canada’s objectives to promote conservation that benefits social and economic outcomes in the region
• Build and maintain strategic relationships with Indigenous, federal, provincial, territorial, and municipal governments and institutions of higher learning
• Develop and manage positive and effective relationships with philanthropic and nonprofit sector partners to advance Tides Canada’s objectives in the region
• Propose policy options and advice regarding conservation, conservation financing, and related mechanisms
• Support the engagement of Tides Canada staff with external stakeholders in the public, private, and non-profit sectors
• Participate in the development of Tides Canada's broad advocacy and engagement strategy, and support Tides Canada as a partner with municipal, provincial, federal, and territorial governments
• Review, analyse and interpret laws and legislative proposals, government policies, procedures and requirements, and advise on implications for Tides Canada’s objectives
• Contribute to Tides Canada’s efforts to measure impact and share knowledge and findings regarding successes and failures
• Participate with Tides Canada colleagues and partners in discussions regarding possible replication and scaling opportunities in other geographies
• Share contacts with NGOs, community members, and stakeholders with Tides Canada
• Ensure appropriate stewardship of confidential and sensitive information

Secondary Responsibilities:

Project Management and Facilitation of GBR Funder Collaborative 
• Support the collaborative’s work to build and sustain conservation and stewardship capacity in the region
• Participate in a broad effort to engage communities and identify mechanisms to promote long term financing of stewardship capacity
• Assist the collaborative to develop the terms of reference and a workplan that is informed by the objectives of collaborative members and other parties
• Facilitate meetings of the collaborative and meetings with other GBR funders (including confirming action items, logistics and availability of members, agendas, distribution of notes, etc.)
• Manage the budget for collaborative meetings, events, workshops, and action items in coordination with Tides Canada staff
• Contribute to developing evaluation tools and measuring the impact of the collaborative’s work in the region
• Prepare written materials, presentations, correspondence, meeting minutes, and other communications for the collaborative and for external audiences

Requirements
• Extensive conservation experience in the region
• Strong understanding of Indigenous rights and interests, communities, politics, and reconciliation efforts
• Knowledge of non-profit organizations, registered charities, and the regulations governing charities are assets
• Ability to work collaboratively in team environments
• Significant experience working in complex circumstances, serving a number of internal and external partners and interacting with multiple stakeholders
• Experience in community engagement, including facilitating stakeholder groups and strategic meetings
• Advanced program and project management experience
• Excellent communication and presentation skills
• Track record of delivering results on budget
• Tact and sound judgement
