Currently, we are seeking a Regulatory Analyst who will be responsible for advancing Demand Side Management issues through the development and execution of regulatory matters including regular and ad-hoc reporting, Demand Side Management Resource Plans, and Demand Side Management Advisory Group (DSMAG) engagements. The Regulatory Analyst will play an active role in planning how best to approach emerging issues within the Demand Side Management industry that EfficiencyOne is facing in the regulatory environment.

Responsibilities:

Develop studies such as jurisdictional scans, reports, and Nova Scotia Utility and Review Board (NSUARB) filings:
• Research and develop regulatory reports
• Lead intermediate research projects as required, including acting as the primary contact for procurement and consultant coordination
• Provide research, reporting, and writing support for regulatory initiatives (e.g., analyze large data sets, conduct research)
• Develop briefing documents and presentations for studies and regulatory matters for audiences including the Board of Directors, Demand Side Management Advisory Group (DSMAG), and Executive Leadership Team
• Manage paper filings with the Nova Scotia Utility and Review Board (NSUARB); and
• Conduct quality assurance reviews for reports and Nova Scotia Utility and Review Board (NSUARB) filings.
• Demand Side Management Advisory Group (DSMAG) support:
• Present to Demand Side Management Advisory Group (DSMAG) stakeholders on various topics, as appropriate (e.g., studies, Demand Side Management planning activities, emerging issues)
• Manage communications with Demand Side Management Advisory Group (DSMAG) (develop Demand Side Management Advisory Group updates on Regulatory matters, addressing action items, answering questions)
• Provide support in developing a strategic approach to engaging individual stakeholders and their consultants
• Identify, research, execute, and champion emerging issues in the Demand Side Management regulatory environment

Verifier/Evaluator:
• Provide support to the Manager of Measurement and Evaluation to ensure the successful completion of evaluation services for the current state and future needs

General department support:

Provide ad-hoc support such as manage paper filings, update department and project spreadsheets, collect data and information, and other duties as required
• Develop mutually beneficial relationships with internal and external partners and stakeholders by proactively understanding issues, building trust, being transparent, and extending support; partners may include but are not limited to Service Delivery colleagues, Engineering and Planning colleagues, external consultants, and Demand Side Management Advisory Group (DSMAG) members, and their consultants
• Perform other duties and assist with special projects/corporate initiatives as required.

Education Qualifications:
• A Bachelor’s degree in a science or a related field (e.g., policy, law, strategy, government, or stakeholder relations), Certified Engineering Technologist, or an equivalent combination of education and work experience.

Experience Qualifications:

The qualified individual should be knowledgeable in regulatory terminology and have a minimum of 2 years’ experience working within a regulatory environment. You are proficient with all Microsoft Office software (Excel, Word, PowerPoint, Outlook, Teams) including being comfortable analyzing large data sets in excel or modeling software, and have a familiarity with energy concepts and technical issues associated with end-use energy consumption. The individual will also need to be familiar with electric/Demand Side Management utility matters, energy policy, regulation, and regulatory environment. They will be required to have strong interpersonal skills and superior time management skills, along with exceptional written and oral communication abilities. Additionally, you are flexible and have above average attention to detail combined with the ability to meet deadlines in a fast-paced environment.

In the first week, expect to:
• Meet the team and learn what Regulatory Affairs does (purpose and responsibilities)
• Learn who our stakeholders are and what they do
• Review the 2021 Regulatory Affairs calendar to gain an understanding of the upcoming activities.

In the first month, expect to:
• Become familiar with the current and upcoming Regulatory Affairs filings and activities – become familiar with the documents and information related to these items (Demand Side Management Advisory Group Technical Sessions, Nova Scotia Utility and Review Board filings, 2023-2025 Demand Side Management Plan)
• Clearly understand various roles and responsibilities as related to the Regulatory Analyst work (Regulatory Affairs, Engineering & Planning, Demand Side Management Advisory Group, Services, External Consultants)
• Dive into project management; you will learn how to use Planner, SharePoint, Teams.

In the first three months, expect to:
• Prepare internal briefs and reports on Regulatory Affairs items
• Prepare filling materials
• Prepare materials for upcoming Demand Side Management Advisory Group Sessions and meetings
• Supporting E1 staff through 2023-2025 Demand Side Management Plan development activities.
