[CANUFNET] TreeAzin, drought and deep-root watering?

I don't have data but can tell you that watering the tree (slow hose trickle, spray trench or deep root injection) will help with the uptake and only ensure the product moves. I am sure the trees will benefit from the watering regardless. The fertilizing is another issue and would avoid fertilizing until into September given the lack of water.  The cheapest way to do this will depend on where the trees are. Are they Municipal trees, private, back yards...letting homeowners know in some way often will get the trees looked after at little to no cost.
