[CANUFNET] white blotches on Norway maples

Has anyone seen this?  I was sent a picture from multiple trees in Ottawa asking to try and ID this.  Apparently throughout the crowns randomly and spongy underneath.  Does not look like a lichen but could be wrong.  Trees are stressed too.  It's kind of fun trying to diagnose from such a small caption!
