One tree pulling guru (at least in eastern Canada) is Philip van Wassenaer of Urban Forest Innovations in Mississauga, ON.  I would try there.

Although it's about buildings, this organisation has proven to be outstanding for wind simulation and parameters, probably adaptable to mature and héritage trees.

As part of our advanced risk assessment techniques, we will perform a hand pull test on smaller trees to assess soil, root or trunk movement.
