HUD Issues 2010 Annual Homeless Assessment Report To Congress


The Annual Homeless Assessment Report shows that the number of people
experiencing homelessness in the U.S. held steady between 2009 and 2010
despite the economic downturn, revealing how the Recovery Act helped to
mitigate homelessness in America.

"It's clear that had it not been for President Obama's Recovery Act, many
hundreds of thousands of persons may have fallen into homelessness or
remained there," said HUD Secretary Shaun Donovan.  "During the height of
our nation's economic hardship, we've managed to stabilize and even prevent
homelessness as we work to find permanent housing solutions for the most
vulnerable among us."

The Homelessness Prevention and Rapid Re-housing Program (HPRP) prevented or
ended homelessness for over 900,000 Americans since the program began.  A
34% increase in permanent supportive housing beds between 2009 and 2010 was
instrumental in the slight decrease seen in chronic homelessness.

"The 2010 AHAR clearly shows that the investment in HPRP helped to buffer
the recession by preventing and ending homelessness for many Americans,"
said USICH Executive Director Barbara Poppe.  

As we work toward realizing the goals of Opening Doors, this information is
critical in gauging our progress in ending homelessness and providing all
Americans the opportunity to reach their full potential.
