NEW AFFORDABLE HOUSING PROJECT

One of the objectives of the 10 Year Housing and Homelessness Plan is to provide stakeholders with regular updates on the Plan’s deliverables. The purpose of this email is to inform you of the successful proponent under the shared federal-provincial Investment in Affordable Housing (IAH) for Ontario (2014 Extension) Program’s capital funding and the City’s 2016 Action Ottawa Request for Proposals (RFP).

On March 11th, 2016, the Housing Services Branch released a Request for Proposals (RFP) to allocate $7 million in capital funding to develop new mixed composition affordable rental housing. The RFP closed on May 18th. The Selection Committee, which was comprised of City staff and external members, and presided over by a fairness commissioner from the City’s Supply Branch, selected the successful proponent based on the following criteria:

(1)    Development Team Qualifications
(2)    Examples of Similar Projects
(3)    Project Description and Design Concept
(4)    Project Viability
(5)    Organization Structure and Property Management Plan; and
(6)    Proponent Equity and Leveraging

I’m pleased to inform you that Ottawa Community Housing Corporation is the successful proponent of the competitive RFP process. This infill project will receive a portion of the $7 million for 16 units (3225 Uplands Drive) and the remaining balance will be transferred to the next RFP, which is scheduled for the fall. Construction of the project as illustrated below is scheduled to begin in the spring of 2017.

NOUVEAU PROJET DE LOGEMENT ABORDABLE

Un des objectifs du Plan décennal de logement et de lutte contre l’itinérance est de régulièrement informer nos partenaires de l’avancement des résultats attendus. Le présent courriel vise donc à vous annoncer le candidat retenu pour la composante des immobilisations de l’Élargissement 2014 du Programme d’investissement dans le logement abordable de l’Ontario fédéral-provincial, et les résultats d’un processus de demande de propositions (DP) pour le programme Action Ottawa 2016.

Le 11 mars dernier, la Direction des services de logement a publié une DP visant l’attribution de 7 millions de dollars pour l’aménagement de logements locatifs mixtes abordable. Le processus de DP a pris fin le 18 mai. Le comité de sélection, composé d’employés municipaux et de membres externes et présidé par un commissaire à l’équité de la Direction de l’approvisionnement, a fait son choix en fonction des critères suivants :

(1)  Qualifications de l’équipe d’aménagement
(2)    Exemples de projets semblables
(3)    Description du projet et concept
(4)    Viabilité du projet
(5)    Structure organisationnelle et plan de gestion immobilière
(6)    Contribution et optimisation

Je suis heureuse de vous informer que la proposition de la Société de logement communautaire d'Ottawa est la soumissionnaire retenue suite à un processus de DP concurrentiel. Ce projet de remplissage recevra une partie des 7 millions de dollars pour 16 unités (3225 promenade Uplands) et le solde sera transféré à la prochaine DP, qui est prévue pour l’automne. La construction du projet comme illustré ci-dessous devrait débuter au printemps 2017.
