Série de webinaires sur les campements organisée par l’Alliance canadienne pour mettre fin à l’itinérance et OrgCode Consulting Inc.

En partenariat avec OrgCode Consulting Inc.<https://www.orgcode.com/>, l’Alliance canadienne pour mettre fin à l’itinérance<http://fr.caeh.ca/> (ACMFI) a lancé une nouvelle série de webinaires sur les campements. Cette série de webinaires gratuits a été conçue pour aider les communautés à adopter des pratiques exemplaires face aux campements. Elle permettra de prendre connaissance d’approches et de stratégies pratiques de sensibilisation, d’intervention et d’évaluation. Le gouvernement du Canada annonce un nouveau soutien ciblé pour aider les entreprises pendant la pandémie

Au début d’octobre, la vice‑première ministre et ministre des Finances, l’honorable Chrystia Freeland, a annoncé un plan du gouvernement visant à présenter un nouveau projet de loi ciblé pour aider les entreprises et les autres organisations à faire face aux défis posés par la deuxième vague du virus COVID‑19 et à se positionner en vue d’une reprise vigoureuse.
Les mesures législatives que le gouvernement prévoit déposer comprennent ce qui suit :

·       Une nouvelle Subvention d’urgence du Canada pour le loyer (SUCL) qui fournirait, jusqu’en juin 2021, un soutien au loyer et à l’hypothèque pour les organisations admissibles (entreprises, organismes de bienfaisance et organismes à but non lucratif) touchées par la COVID‑19. Cette nouvelle subvention pour le loyer serait versée directement aux locataires.

·       Une subvention complémentaire à la SUCL qui fournirait un soutien financier direct aux entreprises qui ont fermé leurs portes temporairement en raison d’une décision des autorités locales de santé publique.

·       Une prolongation de la Subvention salariale d’urgence du Canada (SSUC) jusqu’en juin 2021.

·       Un Compte d’urgence pour les entreprises canadiennes (CUEC) élargi qui permettrait aux entreprises et aux organismes à but non lucratif admissibles d’avoir droit à un prêt sans intérêt pouvant atteindre 20 000 $, en plus du prêt initial de 40 000 $ accordé dans le cadre du programme. La date limite pour les demandes de prêt au titre du CUEC sera reportée au 31 décembre 2020.

CORCAN : Un programme de réadaptation offrant des services de construction et une formation en compétences liées à l’employabilité


CORCAN est un programme clé de réadaptation du Service correctionnel du Canada (SCC). Il assure la prestation de services de construction de pointe intégrés avec un programme de formation solide qui offre aux délinquants une formation et des certifications reconnues par l’industrie, et une formation en emploi et en compétences liées à l’employabilité pendant leur incarcération dans un pénitencier fédéral et après leur mise en liberté dans la collectivité. Cela comprend une formation en milieu de travail axée sur ses quatre secteurs d’activité<https://www.csc-scc.gc.ca/corcan/002005-1001-fr.shtml> : fabrication, textiles, construction et services. En Ontario, le programme compte également un cinquième secteur d’activité, l’agriculture. De plus, les participants au programme peuvent accumuler des heures d’apprentissage et suivre une formation professionnelle certifiée par un tiers dans divers genres de travail. Les clients de CORCAN peuvent acquérir des produits et des services dont ils pourraient avoir besoin, comme des services de construction, des meubles, du linge de lit et de bain, et des produits en bois et en métal.



En 2017‑2018, CORCAN a lancé l’Initiative d’emploi pour les délinquants autochtones (IEDA) dans le cadre d’un plan quinquennal visant à offrir des possibilités élargies et nouvelles de formation en emploi aux délinquants dans les établissements et sous surveillance communautaire. Cette initiative vise également à renforcer la capacité de répondre aux besoins des clients, y compris les structures résidentielles et d’hébergement.

Le Fonds de recherche et de planification de la Stratégie nationale sur le logement a lancé l’appel de candidatures pour 2020

L’appel de candidatures pour 2020 pour le Fonds de recherche et planification de la Stratégie nationale sur le logement<https://tinyurl.com/y6jsks9q>, géré par la Société canadienne d’hypothèque et de logement<https://www.cmhc-schl.gc.ca/>, est maintenant ouvert.
Le Fonds de recherche et de planification de la Stratégie nationale sur le logement (SNL) offre un soutien pour des recherches sur le logement. Les objectifs du Fonds sont de favoriser la collaboration, la mobilisation et l’alignement des intervenants qui travaillent à la réalisation de buts communs, et d’appuyer le développement de capacités de recherche dans le secteur du logement.
Le Fonds accorde une aide financière dans quatre catégories :

·       Projets de recherche individuels

·       Programmes de recherche

·       Activités conçues pour cerner les priorités en matière de recherche ou pour préparer la recherche

·       Projets de mobilisation des connaissances
Cette année, le Fonds cherche à financer des ensembles axés sur les populations qui ont été sous-représentées dans les appels de propositions précédents, incluant les propositions liées aux personnes ou aux communautés racialisées, peuples autochtones, aux survivants fuyant une situation de violence familiale, aux membres de la communauté LGBTQ2S, aux anciens combattants et aux personnes ayant des problèmes de santé mentale.
Le processus de candidature<https://www.cmhc-schl.gc.ca/fr/nhs/research-and-planning-fund> est en deux étapes: la date limite pour soumettre les candidatures pour la première étape est le 27 novembre 2020 et la date limite pour la deuxième étape est le 15 mars 2021.

Lancement de la nouvelle Initiative pour la création rapide de logements


Le 27 octobre 2020, le premier ministre Justin Trudeau a annoncé le lancement de la nouvelle Initiative pour la création rapide de logements (ICRL). Dans le cadre de cette initiative, le gouvernement investira un milliard de dollars pour créer jusqu'à 3 000 nouveaux logements permanents et abordables à travers le pays.

L’ICRL permettra d’accélérer les efforts visant à concevoir de nouveaux immeubles locatifs modulaires, à convertir des bâtiments non résidentiels en des bâtiments résidentiels à logements multiples abordables, et à rénover les bâtiments abandonnés ou en mauvais état pour en faire des bâtiments résidentiels à logements multiples abordables. Les coûts associés à l’achat d’un terrain et de bâtiments seront couverts par cette nouvelle initiative.
Le financement de 1 milliard de dollars sera versé par l’intermédiaire des deux volets suivants :
Volet des grandes villes : Dans le premier volet, RHI fournira 500 millions de dollars en soutien immédiat à des municipalités qui connaissent les taux les plus élevés de locataires ayant de graves besoins en matière de logement et de personnes en situation d’itinérance. Les municipalités qui reçoivent des fonds sous ce volet de financement et les montants respectifs qui leur seront alloués se retrouvent dans le tableau ci-dessous:

La SCHL examinera les demandes et en déterminera la priorité en fonction des critères du programme. La SCHL visera à verser tous les fonds d’ici le 31 mars 2021, dans la mesure du possible.

Government of Canada Announces New, Targeted Support to Help Businesses through the Pandemic

In early October, Deputy Prime Minister and Finance Minister, the Honourable Chrystia Freeland, announced the government’s plan to introduce new, targeted legislation that would support businesses and other organizations to address the challenges brought on by the second wave of the COVID-19 virus, and position themselves for a strong recovery.
The legislation the Government intends to introduce includes:

·       A new Canada Emergency Rent Subsidy that would provide rent and mortgage support to qualifying organizations (businesses, charities, and not-for-profits) affected by COVID-19 until June 2021. This new rent subsidy would be provided directly to tenants.

·       A top-up Canada Emergency Rent Subsidy that would provide direct financial assistance to businesses temporarily shut down because of a local public health decision.

·       An extension of the Canada Emergency Wage Subsidy until June 2021.

·       An expanded Canada Emergency Business Account (CEBA) that would enable eligible businesses and not-for-profits to access interest-free loans of up to $20,000, in addition to the original $40,000 CEBA loan. The application deadline for this loan will be extended to December 31, 2020.

CORCAN: A Rehabilitation Program Offering Construction Services and Employment Skills Training


CORCAN is a key rehabilitation program of the Correctional Service of Canada (CSC). It delivers leading construction services integrated with a robust training program that provides offenders with industry recognized training and certifications, employment and employability skills training while incarcerated in federal penitentiaries and after they are released into the community. This includes on-the-job training that focuses on their four business lines<https://www.csc-scc.gc.ca/corcan/002005-1001-en.shtml>: Manufacturing, Textiles, Construction and Services. A fifth business line – Agriculture – is also operated in Ontario. In addition, participants in their program can earn certified apprenticeship hours and third party certified vocational training in a variety of types of work. CORCAN clients are able to acquire products and services they may need such as construction, furniture, bath and bed linens, and wood and metal products.



In 2017-18, CORCAN launched the Indigenous Offender Employment Initiative (IOEI) as part of a five-year plan to implement expanded and new opportunities for employment training in the institutions, and while under community supervision. This initiative is also building additional capacity to meet client needs including residential and accommodation structures.

The National Housing Strategy Research and Planning Fund is accepting applications for 2020

The NHS Research and Planning fund provides support for housing research, and the objectives of the fund are to build collaboration, engagement, and alignment with stakeholders working to achieve common goals; and to support the housing community’s research capacity development.
The Fund provides financial support in four different streams:

·       Funding support for individual research projects

·       Funding support for a “program of research”

·       Funding support for planning activities designed to identify research priorities or lay the groundwork for research

·       Funding support for knowledge mobilization projects
This year, the Fund is seeking to support projects on populations that have been under-represented in the previous calls for proposals. It will be funding proposals related to racialized persons or communities, Indigenous people, survivors fleeing situations of family violence, LGBTQ2S, Veterans and those experiencing mental health challenges.

Launch of the new Rapid Housing Initiative

On October 27, 2020, the Prime Minister, Justin Trudeau, announced the launch of the new Rapid Housing Initiative (RHI) that invests $1 billion to create up to 3,000 new permanent, affordable housing units across the country.
The RHI will quickly develop new modular multi-unit rentals, convert non-residential buildings into affordable multi-residential homes, and rehabilitate buildings that are abandoned or in disrepair into affordable multi-residential homes. Costs to purchase land and buildings will also be eligible under the new initiative.
The $1 billion in funding will be provided through two streams:
Major Cities Stream: Under the first stream, RHI will provide $500 million in immediate support to pre-identified municipalities with the highest level of renters in severe housing need and people experiencing homelessness. The municipalities receiving funding through this stream and their respective allocation can be found in the table below:

Projects Stream: Under the second stream, RHI will provide $500 million for projects based on applications from provinces, territories, municipalities, Indigenous governing bodies and organizations, and non-profit organizations. Applications will be prioritized based on the strength of the application.
The Canada Mortgage and Housing Corporation (CMHC) application portal for the Projects Stream is now open until December 31, 2020. CMHC will review and prioritize applications based on program criteria and aim to distribute all funds before March 31, 2021, where possible.
