Good afternoon,

The City of Ottawa has recently been allocated funding through CMHC as part of the Federal Government’s Rapid Housing Initiative (RHI – Round 2). The City is seeking to identify affordable housing projects by not-for-profit and charitable organizations that would qualify for the RHI funding and deliver affordable units in accordance with the parameters of the Rapid Housing Initiative, and as outlined in this Request for Expressions of Interest (REOI).
Round 2 of the RHI program is comprised of two streams:

  1.  Cities Stream: is a pre-determined amount for which the City must submit proposed projects to CMHC for their approval. This funding must be directed to areas where chronic homelessness is most prevalent. The City of Ottawa is required to deliver a minimum of 58 new units under this stream; and

  1.  Projects Stream: is a competitive stream for which set funding has yet to be allocated. The City will submit new or revised but unselected Round 1 projects under this stream. CMHC will evaluate and prioritize Project Stream submissions received from Provinces, Territories, municipalities, Indigenous governing bodies and organizations and non-profits based on the overall strength of each submission.

This REOI seeks interest from organizations for both the Cities Stream and the Projects Stream.

Proposed affordable housing units are to be standard rental, transitional, permanent supportive housing, including single room occupancy and seniors housing (but excludes the delivery of healthcare). Projects must include a minimum of five units or beds. While mixed-use projects are permitted, the primary use of the building must be residential, and only the residential component can be funded through RHI. Projects must create net new permanent housing, based on long-term tenancy of 3 months or more.

Projects must be delivered within a 12-month time-frame, can include acquisition of a property, and may take the form of:

  1.  New construction (unlike Round 1, construction is not limited to modular housing);
  2.  Conversion of existing non-residential buildings or spaces into affordable multi-residential housing units; and/or
  3.  The rehabilitation of buildings that are in a state of disrepair or have been abandoned into affordable multi-residential housing units.

The City must submit applications for funding to CMHC by August 31, 2021. The schedule for this REOI is as follows:
